Canada’s National Eye Care Strategy

What is the Vision Health Partners Coalition?
The Vision Health Partners Coalition (VHPC) is a group of not-for-profit organizations that advocate for policy change, promote public awareness, and support research and educational initiatives for vision care in Canada. VHPC firmly believes that every Canadian, irrespective of location, income, or background, should be entitled to affordable and comprehensive eye care that enables them to live, work, and participate fully in their daily lives. To this end, VHPC has come together in support of Health Canada’s efforts to develop a National Strategy for Eye Care by developing a unified set of recommendations to guide its development and implementation.

2026
2026 – Ongoing national engagement and implementation-focused discussions
May 27, 2026 – Vision Health Coalition Holds a News Conference on Parliament Hill
→ The Vision Health Partners’ Coalition (VHPC) holds a news conference on Parliament Hill to call on the federal government to fund implementation of Canada’s National Strategy for Eye Care (Bill C-284), which received royal assent in November 2024.
January 9, 2026 – Publication of report: Recommendations on the Federal Government’s National Strategy for Eye Care
→ Final coalition report submitted to support implementation of Canada’s National Eye Care Strategy
2025
April – December 2025 – Development of recommendations for Canada’s National Eye Care Strategy
→ Coalition-led collaboration, stakeholder engagement, and drafting of national recommendations
August 2025 – National survey conducted to inform policy recommendations
2024
July 11, 2024 – Bill C-284 receives Royal Assent
→ National Strategy for Eye Care Act becomes law in Canada
2023
October 25, 2023 – Bill C-284 passes Third Reading
→ Federal legislative momentum toward a national eye care strategy strengthens
June 21, 2023 – Bill C-284 passes Second Reading
2022
May 14, 2022 – Bill C-284 introduced (First Reading)
→ Early federal introduction of the National Strategy for Eye Care Act
